This is camera shake blur. Basically, you have a couple of options in how to eliminate it. One is to stabilize the camera. Tripods, sitting it on a table, etc. There are little portable tripods you can get pretty cheap that wrap around objects and are bendy. If you have a small camera, they are pretty neat.
Second, you can increase your shutter speed. The rule of thumb is that your shutter speed should be twice your focal length. So at 35mm, 1/70th. Problem is, you might not be able to get that shutter speed due to low light. That’s when you find ISO in your camera settings and increase it. It’ll give you extra stops.
